石开明，男，汉族，1970年4月生，内蒙古呼和浩特市人。1994年内蒙古工业大学“电力系统及其自动化”专业毕业，获学士学位；1995-1997年华北 电 力 大 学电力系统及其自动化研究生进修班学习。1994.7本科毕业至今，一直在内蒙古工业大学电力学院电力系工作，2000年聘为讲师，2006年聘为副教授，2015年聘为硕士生导师。
先后为电气工程及其自动化本科生主讲课程有：“发电厂电气部分”、“220KV变电站仿真”、“300MW发电机组电气部分”、“发电厂及变电站二次回路”、“高电压技术”、“风电场电气工程”等课程。
科研方面，承担过“变压器油中气体在线监测和故障诊断”软件开发科研项目；承担过“220KV变电站综合自动化系统方案研究”；“蒙西电网发展1000KV特高压输电可行性研究”。现在承担有内蒙古自然科学基金项目“蒙西电网风电场大规模连锁脱网事故无功电压协调控制策略研究”。
